Welsh Government-funded childcare for All Two-Year-Olds in Torfaen from January 2027
From January 2027, all two-year-olds living in Torfaen will be eligible for Welsh Government-funded Childcare.
Eligible children can access 12.5 hours of funded childcare per week, term time only, from the term following their second birthday, at a registered Flying Start provider.

Parents and carers of children who:
- are aged two and do not currently receive Flying Start-funded childcare, or
- will turn two before the end of this year
should apply by 9 October 2026 to access childcare from January 2027.

What is Welsh Government-funded childcare?
Welsh Government-funded childcare provides children with quality early years experiences in approved Flying Start childcare settings, including private nurseries, playgroups, cylchoedd meithrin and registered childminders.
The programme supports children's learning, development, and wellbeing, helping them prepare for nursery education and their transition into school.
Support for Children and Families
Emma Treadgold, Early Help and Partnership Manager, said:
"Just over 70 per cent of eligible families in Torfaen already access Flying Start-funded childcare. The expansion means the families of all two-year-olds will be able to benefit from 12.5 hours of childcare a week at a private nursery, playgroups, cylchoedd meithrin or registered childminders. Childcare settings support children with their development and transition into a nursery education place from the age of three, which helps them to get ready for school reception."
Already Receiving Flying Start Childcare?
Children who currently have a Flying Start funded childcare place do not need to reapply and will continue to receive their childcare provision as normal.
