Becoming a Flying Start Provider

If you are interested in becoming a Flying Start provider you would need to follow the step-by-step guide below on how to register with Proactis and then apply to become a Flying Start provider in Torfaen. All tender applications are advertised on Sell2Wales, where you will find the details on Proactis to apply or alternatively you can go straight to proactis as noted below.

Tender submissions will only be accepted via the portal and not by any other means unless otherwise agreed in writing by the Council.

• Go to https://supplierlive.proactisp2p.com
• If not registered, click "Signup," fill in details, and click "Register" (only once per organisation)
• If unsure if your organisation is registered, contact your Primary Contact instead of registering again
• Primary Contact receives an activation email; click the link to activate the account
• Sign in with your Login Name and temporary password from the activation email
• Complete the Self Registration and Organisation Details; create a new password on page 8
• Click "Complete Registration"
• Click the red "Opportunities" box, search for "Torfaen"
• Find the opportunity titled “T.4602- Dynamic Purchasing System (DPS) for Flying Start Childcare placements” and click the white arrow in the blue circle
• Click "Register Interest"
• Use the telescope icon to search "Torfaen" again and find the opportunity now marked Private
• Click the white arrow in the blue circle to access it
• Read documents under "Request Documents" before answering any questions

Once the submission is received and processed, we ask our advisory team carry out an unannounced environmental rating observation to support the evidence submitted.
